Принят Конгрессом США [ Congress, U.S.] 20 мая 1785. Попытка упорядочить освоение земель на Западе [ West] после образования США. Установил порядок продажи общественных земель [ public lands]: земли делились на наделы - тауншипы [township], каждый из которых в свою очередь делился на 36 участков [lot] площадью по 640 акров при цене 1 доллар за акр. Один из этих участков надлежало выделить под строительство школы (предложение выделить второй участок под церковь не прошло).
